The Tackling Hate Project
The ability of Australian state and federal governments to create effective policies to address hate crimes and hate incidents including verbal assaults and incitement of hatred (hate against out-groups) is constrained by the lack of data about the nature, incidence and trends as well as inconsistent collection methods.
This project aimed to establish a comprehensive and robust evidence base to assist in developing strategies and policies for the mitigation of hate crimes and hateful extremism. It aimed to build capacity in agency collection methods and improve data collected by government and non-government agencies (initially in Victoria and New South Wales) to better understand and address related issues.
We worked intersectionally and inclusively to reflect the reality of the lived experience of victims of hate and bias, who may fall into multiple areas of disadvantage or marginalised groups.
What is a hate incident?
Hate is an ambiguous and politically charged term. Usually, it refers to crime, speech or other conduct motivated by prejudice or bias. It can range from intimidation to property damage, from offensive speech to violent assaults and murder. Our definition of hate informs all activities and public communications we undertake.
A prejudice-motivated incident is any incident in which any person believes that a person, property or group is targeted because of their race, religion, ethnicity, gender, sexual orientation, trans status, intersex status, disability, age, or homelessness.
The Practitioners Working Group
The Practitioners Working Group was a vibrant consortium of practitioners involved in various aspects of how we can tackle the rise and impact of hate in our communities. We connect community groups and leaders, academics, government, advocacy groups and others working in the field.
Representation on this Working Group includes the Victorian Human Rights Commission; the Priority Community Division of Victoria Police; the e-Safety Commission, and a wide range of community organisations, leaders and members including Victorian Arabic Social Services, the Islamic Council of Victoria, Jewish, African and Asian community groups, LGBTIQ+ advocates including the Victorian Gay and Lesbian Rights Lobby and the AGMC, and women’s organisations including the Australian Muslim Women’s Centre for Human Rights.
